Ukrainian President Volodymyr Zelensky States He Lacks Definitive Security Pledge from European Partners

Ukrainian President Volodymyr Zelensky says European allies have not given him solid assurances that they will protect his country in the case of a future Russian attack.

"I am asking this very question to every one of our allies and I have not received a clear, unambiguous answer yet," he told reporters on Wednesday.

These remarks follow a day after the UK and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, comprehensive defense assurances have not been agreed. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.

Outcomes from the Paris Discussions

After the Paris talks, which included some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron later said a significant number of soldiers may be sent.

Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

The Russian government has not yet commented on the declaration made in the city of Paris.

President Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow now occupies about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "a vital part of our dedication to support Ukraine for the long-term".

He continued: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when asked if nations in Europe would defend Ukraine.

"However, until we lack such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Last week, Zelensky said a settlement was "90% ready".

Territorial concessions and security guarantees have been at the center of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but only if Russia reciprocated the action.

Russian forces currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts constitute the Donbas industrial heartland.

It has been intensifying attacks against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
